(mode_to_chars): Treat OLDGNU_FORMAT same as GNU_FORMAT. Fixes bug
reported by TAMUKI Shoichi <tamuki@linet.gr.jp>, which caused
equivalent `tar cf ...' and `tar rf ...' commands to produce
different archives.
