Allow for size suffixes in -L and --record-size options.

* src/tar.c (TAR_SIZE_SUFFIXES): New define.
(parse_opt): Allow for size suffixes in arguments to
-L and --record-size options.
* NEWS, doc/tar.texi: Update.
