do not bother building the zeromq test programs

Some of the tests require pthreads, and the build system isn't always correct
about when it shouldn't try to build such tests.

never treat zeromq compiler warnings as fatal

run the zeromq configure script through sh explicitly

output log of zeromq installation

add smarter shell-quoting in the cflags and libs functions

improve handling of spaces in build args

use cbuilder for cc and dlext

make the auto-generated changelog less verbose

add markdown-formatted readme document
